1909 Copyright Act, Section 208 - Record books in copyright office
The Register of Copyrights shall provide and keep such record books in the copy-right office as are required to carry out the provisions of this title, and whenever deposit has been made in the copyright office of a copy of any work under the provisions of this title he shall make entry thereof.
